Finally, after having gone live last week in South Korea, German users of Samsung S9 and S9+.
To my delight, the notification popped up on my device today and I will be downloading it now. Here's how to get it.
(Download and) open the Samsung Members app
In the "News & Tips" section, you should be able to already see the notification about the update being available. If not, click on the navigation-drawer icon to view the main menu, then click on Notices.
You will be presented the list of notices, select that of the One UI beta program, and the image below should pop out, read the instruction if you wish, and when sure click on the featured image.

To start the download, leave the Samsung Members app, go to Settings -> Software Update -> Download Updates Manually.

Note:
BETA is not the final version and may contain bugs, after opting in; to restore to the previous stable O.S (Oreo) you may need a full format; due to this, you should ensure your device is properly backed up first using Samsung "Smart Switch".
